1. General information

1.1. Aims of the course

The general goal of this course is to acquire the necessary knowledge to implement strategies to fight the disease with a specific emphasis on the prevention of its impact on PUBLIC HEALTH, which implies knowing the different possibilities of health promotion and disease prevention in human medicine as well as the strategies to prevent, control and eradicate the disease in animals as a starting point for emerging zoonoses, all of this considering the environment, environment and anthropology, as a nexus of interaction between them.

Together with this general objective, the course fulfils the objective of analysing the role of the main health tools used in the promotion, prevention, control and eradication of emerging diseases, such as surveillance, diagnosis, vaccinations, education or the organization of health systems.

These approaches and objectives are well aligned with the Sustainable Development Goals (SDG) of the United Nations 2030 Agenda (https://www.un.org/sustainabledevelopment/), thus the learning outcomes of the subjects will provide students the necessary training and competences to contribute, to some extent, to their achievement:

1.2. Context and importance of this course in the degree

This optional course aims to define the strategies to be used in health emergency situations that would be included in an ONE HEALTH approach where multidisciplinarity is one of the bases of success in the prevention, control and eradication of diseases, especially when they are zoonotic in nature.

The final meaning of this course will be the understanding that, in a global health context, the fight against emerging diseases must be a chain where different professions in the health field, and even sometimes non-health professions, interact.

The process begins in the animal world where the key will be the prevention, control or eradication of animal diseases, continues with the protection of the environment and in general of the media where people interact with other living beings and ends with the promotion of health and prevention of disease in humans, or its control in the event that in the previous stages the measures have failed.

It is a subject that completes the competences acquired in other subjects that have been developed in the obligatory module I (ONE HEALTH and ONE WELLFARE) as well as some subjects of the speciality of PUBLIC HEALTH such as Emerging Diseases, Ecology and Ecotoxicology or Food Safety.

1.3. Recommendations to take this course

It is convenient that the student has previous knowledge of module I of the Master's itself as well as basic concepts of Biology, Epidemiology, Infectious Diseases, Immunology and Preventive Medicine. If necessary, the student will be provided with the basic material necessary for the understanding of the subject at the beginning of the classes.

2. Learning goals

2.1. Competences

By taking this course the student will achieve the following specific skills:

Understand disease models and outbreak research.
Knowing and applying European and national regulations on public health and travel.
Understand the aspects of disease prevention and control and health surveillance.
Understand and be able to apply the basic tools of health promotion.
Know the measures for the promotion and protection of human health, as well as the prevention of disease.
Understand the measures of prevention, control and eradication of animal diseases.
Know the strategies of environmental health promotion.
Identify the most important tools used in those strategies of fight proposed in human medicine, veterinary medicine and ecology.
Understand the organization of health systems in order to effectively execute those strategies.

2.2. Learning goals

In order to pass this course, the student must demonstrate the following results:

Understand the fundamentals of health promotion.
Learn how to conduct a disease outbreak investigation.
Analyze disease prevention and control strategies.
Know the main contingency plans and how to execute them.
Identify the needs and options of education in the population as well as the communication strategies in global health.

2.3. Importance of learning goals

This course will train the student to develop the study of a disease outbreak, using and managing the sanitary tools that allow the prevention, control and eradication of diseases in people, animals and the environment in which they interact. In addition, it will be able to implement an action strategy in front of an emerging disease of zoonotic character within the context of ONE HEALTH. Finally, he will be familiar with the structure and operation of health systems and will be able to fit his proposal to combat the emerging disease into that structure.

3. Assessment (1st and 2nd call)

3.1. Assessment tasks (description of tasks, marking system and assessment criteria)

The student must demonstrate that he/she has achieved the planned learning outcomes through the following assessment activities:

ACTIVITY 1: GROUP WORK

The practical classes, consisting of the resolution of cases based on the Problem Based Learning (PBL) method. Sessions 1, 2 and 3 will be evaluated by the teaching staff, through a final presentation of each case and its discussion at the end of each session. Session 4 will take each group to the elaboration of a POSTER proposing a health strategy to solve the case. The poster will be exhibited in a public session and evaluated by the teacher in charge as part of the student's portfolio.

In all these sessions, the teacher will evaluate the proposed strategy to solve the case, but also the development by the student of transversal competences such as the ability to take decision, to communicate, debate or reasoning of the case. The grade will be from 0 to 10. The evaluation of the cases of sessions 1, 2 and 3 will account for 50 % of the final grade and the poster of practical 4 for the other 50 %.

Global assessment:

Students who have not chosen the continuous assessment or who have not passed the subject by this procedure will have the right to sit for a global assessment that will consist of a written exam of 10 short open-ended questions based on the theoretical content of the subject (60 % pf the final grade) and the presentation of a case similar to those discussed in the different sessions (40 % pf the final grade). This test will have a score between 0 and 10 points.

Marking system

According with the Regulation of Learning Assessment Standards of the University of Zaragoza (Agreement of the Governing Council of 22 December 2010), the results obtained by the student will be graded according to the following numerical scale from 0 to 10, with the expression of one decimal place, to which the corresponding qualitative grade may be added:

0-4.9: FAIL.

5.0-6.9: PASS

7.0-8.9: GOOD (NT).

9.0-10: EXCELLENT (SB).

Students with a grade over 9.0 might be awarded with honours and it could be given to more than the 5% of the enrolled students during the academic year.

In application of Article 158 of the Statutes of the University of Zaragoza, the provisional examination grades will be publicly displayed for a minimum of 7 days, and the students will be able to review their examinations, for which the place, date and time foreseen for this purpose will be indicated.

4. Methodology, learning tasks, syllabus and resources

4.1. Methodological overview

The learning process that has been designed for this subject is based on a combination of the following methods:

The theoretical part of the subject is structured in 13 theoretical topics given in 20 hours of master classes of 50 minutes duration. The master classes will develop the theoretical concepts and discuss their application in different health situations drawn from real experiences.

All the material used in the classes, as well as other recommended bibliographical references will be uploaded to the ADD of the subject before the classes.

The second part of the subject will correspond to 10 hours of face-to-face practice organized in 4 different sessions. They will be carried out in the computer rooms or in laboratories and seminar rooms depending on each situation and the need for presentation and discussion of the results and proposals made.

They will be carried out at all times under the permanent supervision of the teachers, who will also be responsible for coordinating and moderating the debates that arise in the presentation of results.

At the end of the practical sessions, the students, individually or in groups depending on the number of students enrolled in the subject, will have to present their results to the rest of their classmates and to the teacher, who will also be in charge of evaluating the presentation made.

4.2. Learning tasks

The program offered to the student to help him/her achieve the expected results includes the following activities:

Theory sessions: 20 hours of master classes where 13 different topics will be taught. They will be given in a single group.

Practice sessions: 10 hours of practical activities, distributed in 4 different sessions that will be carried out in a single session although, when working on specific cases, students will be divided into groups of 2 to 4 (unless the number of students is very small in which case they will work individually).

PRACTICE SESSIONS (10 hours)

Practice session 1: CRITICAL ASSESSMENT OF HEALTH PROMOTION PRINCIPLES: Examples and discussion of cases in which health promotion and disease prevention measures have been implemented - 2 hours The seminar room will be held to encourage debate and discussion.

Practice session 2: HEALTH CRISIS AND CONTINGENCY PLANS: Presentation of some examples of contingency plans and their discussion - 2 hours The seminar room will be held to encourage debate and discussion.

Practice session 3: ORGANIZATION OF HEALTH SYSTEMS: Discussion on the organization of national health systems following emergencies that have emerged in recent years. 1 hour

It will be a class session that will take place in the same classroom as the theoretical classes as a continuation of them.

Practice session 4: PROMOTION, PREVENTION and CONTROL STRATEGIES IN A EMERGING DISEASE OUTBREAK. work with cases of emerging diseases and proposals for action against them with a view to protecting public health. It will use the PBL strategy simultaneously with theoretical concepts that will be introduced with the work on the cases. 5 hours

It will take place in the computer room and each group will make a POSTER of their case that will be exposed publicly and evaluated by the corresponding teacher.

The dates for the theoretical assessment test will be scheduled each year according to the Master's Degree in Global Health and will be available to the student at the time of registration. 1. Información Básica

1.1. Objetivos de la asignatura

La asignatura y sus resultados previstos responden a los siguientes planteamientos y objetivos:

El objetivo general de esta asignatura es el de adquirir los conocimientos necesarios para implementar estrategias de lucha frente a la enfermedad con especial énfasis en la prevención del impacto de la misma en SALUD PÚBLICA, lo que supone conocer las diferentes posibilidades de promoción de la salud y de prevención de la enfermedad en medicina humana así como las estrategias de prevención control y erradicación de la enfermedad en los animales como punto de partida de las zoonosis emergentes, todo ello contemplando el entorno, medio ambiente y antropología, como nexo de interacción entre aquellos.

Junto a ese objetivo general, la asignatura cumple con el objetivo de analizar el papel de las principales herramientas sanitarias utilizadas en esa promoción, prevención, control y erradicación de las enfermedades emergentes.

Estos objetivos están alineados con los Objetivos de Desarrollo Sostenible (ODS) de la Agenda 2030 de Naciones Unidas (https://www.un.org/sustainabledevelopment/es/), de tal manera que la adquisición de los resultados de aprendizaje de la asignatura proporciona capacitación y competencia para contribuir en cierta medida al logro de todos y cada uno de los ODS, los cuales se ven implicados, directa o indirectamente por la asignatura:

1.2. Contexto y sentido de la asignatura en la titulación

Esta asignatura, de tipo optativo, pretende definir las estrategias a utilizar ante situaciones de emergencia sanitaria que se englobarían dentro de un abordaje ONE HEALTH donde la multidisciplinariedad es una de las bases del éxito en la prevención, el control y la erradicación de las enfermedades, especialmente cuando tienen el carácter zoonótico.

El sentido final de esta asignatura será la lucha frente a las enfermedades emergentes debe ser una cadena donde interactúan diferentes profesiones del ámbito sanitario, e incluso en ocasiones no sanitario.

El proceso comienza en el mundo animal donde la clave será la prevención, el control o la erradicación de las enfermedades animales, sigue con la protección del medio ambiente y en general del entorno donde interaccionamos las personas con el resto de seres vivos y acabará con la promoción de la salud y prevención de la enfermedad en el hombre, o su control en el caso de que en las etapas anteriores las medidas hubieran fallado.

Se trata de una asignatura que completa las competencias adquiridas en otras asignaturas que se han desarrollado en el modulo I obligatorio (ONE HEALTH y ONE WELLFARE) así como a algunas asignaturas de la especialidad de SALUD PÚBLICA como Enfermedades Emergentes, Ecología y Ecotoxicología o Seguridad Alimentaria.

1.3. Recomendaciones para cursar la asignatura

Es conveniente que el estudiante tenga conocimientos previos del módulo I del propio máster así como conceptos básicos de Biología, Epidemiología, Enfermedades infecciosas, Inmunología y Medicina Preventiva. En caso de necesidad, se aportará el material básico indispensable para la comprensión de la asignatura al inicio de las clases.

2. Competencias y resultados de aprendizaje

2.1. Competencias

Al cursar esta asignatura el alumno alcanzará las siguientes competencias específicas:

Comprender los modelos de enfermedad y la investigación de brotes de las mismas.
Conocer y aplicar la reglamentación europea y nacional en materias de Salud Pública y viajes.
Comprender los aspectos de la prevención y el control de la enfermedad y de la vigilancia de la salud.
Comprender y ser capaz de aplicar las herramientas básicas de promoción de la salud.
Conocer las medidas de promoción, protección de la salud humana, así como la prevención de la enfermedad.
Comprender las medidas de prevención, control y erradicación de enfermedades animales.
Conocer las estrategias de promoción de la salud ambiental.
Identificar las herramientas más importantes utilzadas en aquellas estrategias de lucha propuestas en medicina humana, veterinaria y ecología.
Comprender la organización de los sistemas sanitarios para ejecutar eficazmente aquellas estrategias.

2.2. Resultados de aprendizaje

El estudiante, para superar esta asignatura, deberá demostrar los siguientes resultados:

Comprender los fundamentos de la promoción de la salud.
Aprender cómo llevar a cabo la investigación de un brote de enfermedad.
Analizar las estrategias de prevención y control de enfermedades.
Conocer los principales planes de contingencia y la forma de ejecutarlos.
Identificar las necesidades y opciones de educación en la población así como las estrategias de comunicación en salud global.

2.3. Importancia de los resultados de aprendizaje

Esta asignatura capacitará al estudiante para desarrollar el estudio de un brote de enfermedad, utilizando y gestionando las herramientas sanitarias que permiten la prevención, control y erradicación de enfermedades en las personas, animales y medio ambiente en el que aquellos interaccionan. Además, podrá implementar una estrategia de actuación ante una enfermedad emergente de carácter zoonótico dentro del contexto ONE HEALTH. Finalmente, será conocedor de la estructura y funcionamiento de los sistemas sanitarios y será capaz de encajar su propuesta de lucha frente a la enfermedad emergente en esa estructura.

3. Evaluación

3.1. Tipo de pruebas y su valor sobre la nota final y criterios de evaluación para cada prueba

El estudiante deberá demostrar que ha alcanzado los resultados de aprendizaje previstos mediante las siguientes actividades de evaluación:

TRABAJOS INDIVIDUALES Y EN GRUPO

Las clases prácticas, consistentes en la resolución de casos basados en el método Problem Based Learning (PBL) se dividen en cuatro sesiones. Las sesiones 1,2 y 3 se evaluarán por el profesorado que las imparte, mediante una exposición final de cada caso y su discusión al final de cada sesión. La sesión 4 llevará a cada grupo a la elaboración de un POSTER proponiendo una actuación ante su caso. El poster será expuesto públicamente y será evaluado por el profesor responsable.

En todas esas sesiones, el profesor valorará la resolución del caso, pero también el desarrollo por parte del alumno de competencias transversales como la capacidad de decidir, de comunicar, de debatir y de razonar el caso La nota final de esta actividad será la media obtenida del conjunto de las sesiones prácticas realizadas. La calificación será de 0 a 10. La evaluación de los trabajos de las sesiones 1, 2 y 3 supondrán el 50 % de la calificación final y el póster de la práctica 4 el otro 50 %.

Prueba global: El estudiante que no opte por la evaluación continua o que no supere la asignatura por este procedimiento, tendrá derecho a presentarse a una prueba global que consistirá en un examen escrito de 10 preguntas cortas de respuesta abierta basada en los contenidos teóricos presentados (60 % de la calificación final) y la presentación de un proyecto escrito en el que se resuelva un caso similar a los resueltos en el aula (40 % de la calificación final). Esta prueba tendrá una puntuación comprendida entre 0 y 10 puntos.

Sistema de calificaciones: de acuerdo con el Reglamento de Normas de Evaluación del Aprendizaje de la Universidad de Zaragoza (Acuerdo de Consejo de Gobierno de 22 de diciembre de 2010), los resultados obtenidos por el alumno se calificarán en función de la siguiente escala numérica de 0 a 10, con expresión de un decimal, a la que podrá añadirse su correspondiente calificación cualitativa:

0-4,9: Suspenso (SS)

5,0-6,9: Aprobado (AP)

7,0-8,9: Notable (NT)

9,0-10: Sobresaliente (SB)

La mención de «Matrícula de Honor» se otorgará entre los estudiantes que hayan obtenido una calificación superior a 9,0. Su número no podrá exceder del cinco por ciento de los estudiantes matriculados en el correspondiente curso académico.

4. Metodología, actividades de aprendizaje, programa y recursos

4.1. Presentación metodológica general

El proceso de aprendizaje que se ha diseñado para esta asignatura se basa en lo siguiente:

La parte teórica de la asignatura está estructurada en 13 temas teóricos impartidos en 20 horas de clase magistrales de 50 minutos de duración. Las clases magistrales desarrollarán los conceptos teóricos y discutirán su aplicación en diferentes situaciones satitarias extraidas de experiencias reales.

Todo el material utilizado en las clases, así como otras referencias bibliográficas recomendadas se subirán previamente a la realización de las clases, al ADD de la asignatura.

La segunda parte de la asignatura corresponderá a 10 horas de prácticas presenciales organizadas en 4 sesiones diferentes. Se realizarán en las aulas de informática o en laboratorios y aulas de seminario dependiendo de cada situación y la necesidad de presentación y discusión de los resultados y propuestas realizadas.

En todo momento se realizarán bajo la supervisión permanente de los profesores, que serán, además, los encargados de coordinar y moderar los debates que surjan en la presentación de resultados.

Al final de las sesiones prácticas, los estudiantes, individualmente o en grupos dependiendo del número de alumnos matriculados en la asignatura, tendrá que realizar la presentación de sus resultados al resto de compañeros y al profesor, quien además se encargará de evaluar la presentación realizada.

4.2. Actividades de aprendizaje

El programa que se ofrece al estudiante para ayudarle a lograr los resultados previstos comprende las siguientes actividades...

Clases Teóricas: 20 horas de clases magistrales donde se impartirán 13 temas diferentes. Se impartirán en un único grupo.

Clases Prácticas: 10 horas de actividades prácticas, distribuidas en 4 sesiones diferentes que se realizarán en una única sesión si bien, a la hora de trabajar los casos concretos los alumnos se dividirán en grupos de 2 a 4 (salvo que el número de alumnos sea muy reducido en cuyo caso se trabajará de forma individual).

CLASES PRÁCTICAS (10 horas)

Sesión práctica 1: VALORACIÓN CRÍTICA DE PRINCIPIOS DE PROMOCIÓN DE LA SALUD: Ejemplos y discusión de casos en los que se han puesto en marcha medidas de promoción de la salud y prevención de enfermedad - 2 horas. Se realizará el el aula seminario para favorecer el debate y discusión.

Sesión práctica 2: CRISIS SANITARIAS Y PLANES DE CONTINGENCIA: Presentación de algunos ejemplos de planes de contingencia y su discusión - 2 horas. Se realizará el aula seminario para favorecer el debate y discusión.

Sesión práctica 3: PROGRAMAS DE EDUCACIÓN SANITARIA (NUTRICIÓN, VACUNACIÓN, CONCIENCIACIÓN SOCIAL) Diseño, exposición y discusión de propuestas de educación sanitaria - 1 hora

Será una sesión de clase que se realizará en la misma aula de impartición de las clases teóricas como continuación de las mismas.

Sesión práctica 4: ESTRATEGIAS DE PROMOCIÓN, PREVENCIÓN, CONTROL PARA UN BROTE DE ENFERMEDAD EMERGENTE. Trabajo con casos de enfermedades emergentes de carácter zoonótico y propuestas de actuación frente a ellas pensando en la protección de la salud pública. Utilizará la estrategia PBL simultaneando conceptos teóricos que se irán introduciendo con el trabajo en los casos. 5 horas

Se realizará en el aula de informática y cada grupo realizará un POSTER de su caso que será expuesto públicamente y evaluado por el profesor correspondiente.

Las fechas para la prueba de evaluación teórica se programará cada año en función de la programación del Máster Universitario en Salud Global y estarán disponibles para el alumno en el momento de realizar la matrícula. Los trabajos docentes se entregarán, como tarde, una semana después de finalizar las otras actividades docentes.

Los horarios de tutorías se fijarán el día de inicio de la asignatura en cada curso académico.

La bibliografía actualizada, presentaciones y recursos recomendados se publicarán en el ADD.
